Check 21
Effective October 28, 2004, your checks will now be clearing sooner under a new program called Check 21. So what is Check 21? It is new legislation passed by Congress and signed by President Bush, which calls for the check clearing process to happen quicker and more efficiently.

How will this affect you? Starting on October 28, when you write a check it will clear your account immediately. This means you will not be able to write a check one day and wait 4 to 5 days to put the money in your checking account. Money to cover the check will now have to be available the day it is written. Check 21 will affect checks written to all financial institutions and places such as grocery stores, malls and others.

Check 21 will also help you, by making it easier to balance your checkbook. Since checks will clear immediately you will not have to wait days for the money to be pulled from your checking account. Checks will now be treated like a debit card, once you write the check it will be scanned and clear your account.
